Terrell became a brigadier general in the Civil War and later served both in the House and Senate of the Texas state government. Grover Cleveland appointed him as minister to the Ottoman Empire, and upon his return to Texas, Terrell wrote legislation that created the state's railroad commission and the endowment for the University of Texas.
